OAK SPRING ROAD BRIDGE IMPROVEMENTS STUDY                                              

The Libertyville Township Road District will hold a Public Information Meeting concerning proposed improvements to the Oak Spring Road Bridge. The Road District will be following all IDPH guidelines for social distancing and attendees will be expected to wear a face mask. The meeting will be held in an open house format at the Libertyville Township Offices, 359 Merrill Court, Libertyville, IL 60048 from 5:00 to 7:00 p.m. on August 11, 2020.  This is a federally-funded project, and the public Information Meeting is being held incompliance with National Environmental Policy Act (NEPA) requirements and the Illinois Department of Transportation’s public involvement policy.

The Road District is seeking public comments on the effects that proposed improvements to the Oak Spring Road Bridge will have on the Wilmot Woods Canoe Launch. The Wilmot Woods Forest Preserve, which is under the jurisdiction of the Lake County Forest Preserve District, is a significant, publicly owned park. As such, it is subject to protection under Section 4(f) of the U.S. Department of Transportation Act of 1966. For the Oak Spring Road Bridge project, the Road District intends to seek a Section 4(f) “de minimis” impact finding from the Federal Highway Administration based on a determination that the project will not adversely affect the features, attributes, or activities that qualify the Wilmot Woods Forest Preserve for protection under Section 4(f).

Effects of the project on the Wilmot Woods Forest Preserve will include 0.06 acres for placement of the new bridge and 0.22 acres for temporary construction activities. Mitigation will include improvements to the parking lot after construction of the bridge. Detailed documentation describing the impacts and mitigation associated with the effects of the project on the Forest Preserve will be available for review at the meeting.

ROCKLAND ROAD CONSTRUCTION UPDATE:

The winter shutdown for the E. Rockland Rd. construction project will end and construction will resume as of February 3, 2020. Lanes will be reduced to one-lane eastbound only.  

Construction on Rockland Road between Milwaukee Ave. (IL Route 21) to St. Mary’s Road will resume as of February 3, 2020. The project does not include the section at the bridge over the Des Plaines River.  

The segment of Rockland Road between Milwaukee Avenue to the bridge is under the Village’s jurisdiction.  The segment between the bridge and St. Mary’s Road is under the jurisdiction of the Libertyville Township Highway Department.  The roadway reconstruction work is being completed in separate construction contracts, one for each segment. 

The Village’s segment (Milwaukee Avenue to the bridge) includes new storm sewers, water main replacements, sanitary sewer relocations and private utility work. 

It is anticipated that the roadway pavement reconstruction work for both segments will be completed in 2020. In order to complete the pavement reconstruction traffic will be shifted to one-way eastbound. Westbound traffic will be detoured via IL Route 176.  Replacement of the bridge carrying Rockland Road over the Des Plaines River will be part of a future project. It is anticipated that the replacement of the bridge will occur no sooner than 2022.

 It has come to our attention that individuals along Rockland Road have chosen to place their own markings along the roadside, in ditches, and on trees, beyond the roadside stakes placed by Township Highway Department staff and Professional Engineers.  Any markings placed by those other than Township Highway Department representatives are not based on technical engineering analyses.  Therefore, the reliability and accuracy of any of the markings you may see along Rockland Road can no longer be guaranteed.
